Westfield Ind. Oct. 11, 2007 - Prosecutors charged a Westfield police lieutenant with four counts of armed robbery in an alleged scheme to get cash from Hispanics to avoid a traffic ticket or jail.
Investigators say that the ten-year Westfield officer targeted at least four victims within the last month, but that there could potentially be many more.
Westfield Police Lieutenant Scott Fross of Noblesville was arrested by detectives Tuesday night after the Hamilton County sheriff was tipped that Fross was "shaking down" Hispanic motorists to avoid a traffic ticket or jail.
Investigators think Fross allegedly netted $1,000 from the four traffic stops, getting as much as $450 from one man. Detectives say Fross confessed to the crimes and said he was having financial problems.
"It's sad. It's a horrible thing for our Hispanic community to have to experience but our objective is to regain their trust and move forward," said Chief Bryan Foster, Westfield Police Department.
There was a similar allegation made against Fross last year but police say they could not find enough evidence to substantiate the claim. Police don't believe he pulled out or threatened anyone with his department weapon. Fross is being held on $125,000 bond and makes his initial court appearance Wednesday.
